Our Origin Story

Tiger Lily Strategies was established to provide top notch healthcare advisory services to organizations that want to improve the healthcare of Americans.

The tiger lily represents passion, vibrance, strength, confidence, and prosperity.

At Tiger Lily Strategies, we bring passion into every engagement.

Tiger Lily is not only our namesake, but also the Chief Dog Officer, and resident office pup of our founder and President. An 11-year-old chihuahua pit bull mix, Tiger Lily exudes the confidence we all want to exude in this world.

Our Founder:

Hillary Peabody, MPH

Hillary is a dynamic healthcare executive leader who
has been driving transformative changes in healthcare
delivery and payment for over 15 years. She most
recently led one of the largest managed care programs
in the country, the Department of Veterans Affairs’
(VA) $30 billion community care program. As the
Deputy and later Acting Assistant Under Secretary for
Health at VA from late 2022 to early 2025, she
oversaw a team of 1,100 staff responsible for ensuring
access to care for over 6 million Veterans and 800,000
family members across the US and abroad. She led
VA’s efforts to increase new patient appointments by
11% in 2024, reduced the improper payment rate from
7.9% to 2.4%, saving more than $800 million, and
improved trust and satisfaction scores on clinical and
non-clinical contact center lines.


Prior to VA, she was a Managing Director at Evolent
Health, where she led design, development and
implementation of 10 multi-state health plan product
and operations portfolios worth over $70 million and
serving over 1 million members, including Medicare
Advantage, Medicaid and commercial exchange plans.
Prior to that, she was a Principal at Atlas Research and
Manager and Grant Thornton, where she led
modernization and improvement efforts at VA and the
Department of Defense, including VA’s innovation
program, the Diffusion of Excellence.


When she is not driving healthcare transformation, she
is an avid runner, fitness enthusiast, and former cross
country coach, who has finished fifteen 100-mile
ultramarathons, including the Badwater 135, a 135-mile
foot race through death valley in July.


Ms. Peabody holds a Master of Public Health from
Tulane University School of Public Health and Tropical
Medicine, and a Bachelor of Arts from Randolph
College
